Prof. (Dr.) Madhavi Ravulapati is a distinguished legal academician, researcher, trainer, and resource person with over 25 years of experience in Legal Academics, including more than 10 years of experience in training and capacity building. She holds a Doctorate in Law and postgraduate degrees in Law and Sociology.
Prior to her present assignment, Prof. Madhavi served as Associate Professor of Law and Head, Department of Law, Telangana University, and as Associate Dean, ICFAI School of Law. Her academic and professional contributions encompass teaching, research, legal training, public administration, policy-oriented capacity building, and curriculum development.
Prof. Madhavi has authored four books, namely Domestic Violence, Interpretation of Statutes (two editions), Death with Dignity - A Delusion of Dilemma, and Interpretative Dynamism in Modern Law. She has also co-authored the three-volume work Telangana - Land & People and edited Human Security Faultlines - A Contemporary Discourse.
Prof. Madhavi has presented around 45 research papers at national and international conferences and seminars and has published around 45 research papers in journals of national and international repute. She is presently guiding three Ph.D. scholars in Law and also serves as an external examiner for the evaluation of Ph.D. theses for reputed universities.
Prof. Madhavi has made significant contributions to digital and technology-enabled legal education. She developed e-modules on the Criminal Procedure Code for the University Grants Commission (UGC), Ministry of Human Resource Development, Government of India, and e-content on Criminal Law for the Andhra Pradesh Police Department (CID). She has also developed e-content on the Right to Information Act and Swachh Bharat Abhiyan for the UGC, as part of faculty training in Public Policy through the SWAYAM platform, organized by the Department of Public Policy, Law & Governance, Central University of Rajasthan, Government of India.
Prof. Madhavi is a distinguished Resource Person in Law for Foundation Courses conducted for All India Services (AIS) and Central Civil Services (CCS) Officers, Military Engineer Services, Group-I Services Officers of Telangana State, and participants of various programmes conducted at the Dr. MCR HRD Institute of Telangana. She has also contributed as a resource person for programmes under the Indian Technical and Economic Cooperation (ITEC) initiative of the Ministry of External Affairs, Government of India.
Prof. Madhavi has been closely associated with the flagship training programmes of the Dr. MCR HRD Institute of Telangana and has served as Course Director and Additional Course Director for 14 Foundation Courses for AIS and CCS Officers since 2014. She served as Course Director for the Special Foundation Course for All India and Central Civil Services Officers in 2023 and 2024, Co-Course Director for the Special Foundation Course for All India and Central Civil Services Officers in 2025, and Course Director for the Foundation Course for Military Engineer Services Officers in 2024 and Group 1&2 Officers' Foundation Course.
Prof. Madhavi is also a Visiting Professor in Law at several reputed national and international universities, institutes, academies, and professional organizations. Her areas of academic and professional engagement include law, public administration, public policy, legal interpretation, criminal law, human rights, and capacity building for civil servants and other professionals.
Prof. Madhavi has further played a significant role in international capacity-building initiatives under the ITEC Programme of the Ministry of External Affairs, Government of India. She has conducted 13 ITEC focusing on areas such as Journalism and Public Relations, Media Management, Entrepreneurship and Creating Successful Start-ups. These programmes have benefited officers, journalists, media professionals, diplomats, and civil servants from several countries, including South Africa, Vietnam, Sri Lanka, Guyana, Suriname, Tanzania, Nepal, Bangladesh, Tajikistan, Ethiopia, Kenya, South Sudan, Mozambique, Uganda, Tunisia, Sierra Leone, Lesotho, Trinidad and Tobago, Chile, Russia, Lebanon, Cote d'Ivoire, Zimbabwe, Nigeria, The Gambia, Senegal, Liberia, Ghana, Jamaica, Panama, Ecuador, Jordan, Iraq, Palestine, Armenia, Uzbekistan, Egypt, Thailand, Zambia, Namibia, Mauritius, Cuba, the Dominican Republic, Botswana, Guatemala, Morocco, Mali, and Turkiye.
In addition, she has contributed to ITEC Capacity Development Courses on Foreign Trade & Investment for Commercial Diplomats from Egypt and on Digitalization and Human Resource Management (HRM) for Mid-Level Tanzanian Civil Servants.
